Over 30 countries, along with Ukraine and the Council of Europe, signed an agreement establishing the “International Compensation Commission” for damages from the Russian war, under the Council of Europe framework.

It focuses on assessing claims of international law violations, with a potential fund from frozen Russian assets and an office in Kyiv.
