The head of Germany’s foreign intelligence agency accused Russia of actively engaging in sabotage operations against the West, including disrupting satellite navigation systems.

He warned that Russia’s reinforcement of its ground forces could increase the risk of triggering Article 5 of NATO’s collective defense treaty.
