The Kingdom of Saudi Arabia announced on Monday a new set of regulations for the organization of the 2025 Hajj season, as part of its ongoing efforts to enhance crowd management, improve the pilgrim experience, and ensure safety throughout the pilgrimage.
In an official statement, the Ministry of Hajj and Umrah said the new regulations include an updated mechanism for allocating quotas to participating countries, based on population density and organizational readiness. All pilgrims will also be required to obtain electronic permits in advance through official platforms to ensure fairness and transparency.
The new measures also emphasize expanding the use of smart applications to track crowd movement and facilitate services, alongside greater coordination between security, health, and service agencies to ensure a safe and smooth pilgrimage experience.
The ministry reaffirmed that the Kingdom continues to develop the Hajj system annually, in line with Saudi Vision 2030, which places the service of the pilgrims at the forefront of national priorities. Detailed implementation guidelines will be announced soon in coordination with relevant authorities in each country.
