Libya’s Presidential Council Freezes Military Decisions by PM Dbeibah, Orders Nationwide Ceasefire

Mohamed al-Menfi, head of Libya’s Presidential Council, issued a decree on Thursday suspending all military and security-related decisions made by interim Prime Minister Abdulhamid Dbeibah, particularly those involving the restructuring of security institutions or the appointment of individuals to military or security roles—actions deemed to exceed the transitional government’s mandate.

The decree, numbered (2) for the year 2025, also calls for a complete ceasefire across all regions of Libya. It mandates that all military units return immediately to their bases without conditions.

The General Staff of the Libyan Army has been tasked with monitoring the situation, reporting any violations, and holding accountable those who fail to comply with the directive.

The move comes amid growing security tensions in Tripoli and other parts of the country, reflecting ongoing political and institutional rivalries within Libya’s fragmented power structure.
