EU Fails to Agree on 20th Sanctions Package Against Russia, Kallas Says

European Union foreign policy chief Kaja Kallas said on Monday the bloc had failed to reach agreement on a 20th package of sanctions against Russia.

“We did not reach an agreement on the 20th sanctions package,” Kallas told a news conference after a meeting of EU foreign ministers in Brussels.

“This is a setback and not the message we wanted to send today, but work continues,” she added.

Kallas reiterated that “the obstacle to peace is not Ukraine but Russia,” saying the focus should be on what Moscow must do to achieve a “just and lasting peace.”

She said Russia should “recognise borders, stop acts of sabotage, pay war reparations and return the Ukrainian children who were abducted,” describing those steps as the basic minimum.

There was no immediate comment from the Kremlin.
