France announced reaching an agreement with New Caledonia that grants the territory more self-governing powers without independence, establishing a “State of Caledonia” within the French constitution.

The agreement, which President Emmanuel Macron described as “historic,” also includes a local citizenship parallel to French citizenship and requires potential public approval through a referendum in February 2026.
