Diplomats said talks between Iran’s foreign minister and his counterparts from France, Britain, and Germany yielded little progress on Tehran’s nuclear file.

Berlin stressed that “the ball remains in Iran’s court.”

The European troika is considering reimposing international sanctions by the end of September, but offered to delay for six months if Tehran allows IAEA inspectors to return and engages in dialogue with Washington.
