A new storm, named “Marta,” has struck Spain and Portugal, marking the third in just a matter of weeks, amid warnings of fresh flooding after waters cut off hundreds of roads and forced thousands of residents to evacuate.

Portugal deployed more than 26,000 rescue personnel, while the presidential vote was postponed in three municipalities.
