Kirill Dmitriev, Russian President Vladimir Putin’s special envoy for investment and economic cooperation, said on Friday that “law and reason have prevailed” after EU leaders decided to finance Ukraine through borrowing rather than using frozen Russian assets.
In a post on X, Dmitriev described the move as “a major blow to war advocates in the European Union led by the failed Ursula,” referring to European Commission President Ursula von der Leyen. He also singled out German Chancellor Friedrich Merz and British Prime Minister Keir Starmer in separate remarks.
Dmitriev added that “voices of reason within the EU prevented the illegal use of Russian reserves to fund Ukraine,” arguing that the decision reflects awareness of the legal and economic consequences of seizing Russian assets.
